The April 6th, City Council meeting was well attended. Because of the number of items on the agenda and subsequent lengthy discussion of some of the items the public part of the meeting ran almost to 10:00 PM.
The council is to be commended for finding city concerns important enough to spend their valuable time discussing them as to gain a better understanding of the issues. Among the agenda items discussed at the April 6th 2009 Coquille City Council meeting: John Higgins Public Works Director, reported the water treatment upgrades are coming along. One new filter is on line and working very well. Another is being rebuilt and installation has been started on the new river water pump. John Williams Construction is preparing to set forms and start pouring concrete on the new Public Works Building.
Later during the meeting, John Higgins also presented Agenda Item #8 asking the Council to pass Resolution 06-2009 Purchase of Combination High Velocity Sewer Truck at the price of $250,622.00. Matt Muenchrath made a motion to proceed with the purchase, Corky Daniels seconded and the motion was passed unanimously. CFD Chief Dave Waddington, made a request to take $16,126.72 out of the equipment reserve fund for the purchase of a 2009 F-350 4X4 crew cab for the fire department.

The total cost of the vehicle is $31,126. 72. A motion was made by council person Fran Capehart to allow Dave to purchase the equipment. Loren Wiese seconded the motion and the council approved. Ann Conner, Coquille Library Director, reported that the library is getting seven new computers for public use that
they bought using funds they received from the Bill and Linda Gates Foundation. The current computers are 7 years old, Ann said.
The new computers will be the latest technology and very fast. The Library will have to be rearranged to accommodate the new computers and they are planning a new quick-stop station for people who do not need to spend an hour on the computers. Ann assured the Sentinel that they will have the new computers up and running as soon as they possibly can. School resource officer Dave Chappell told the council about the Chevy Low rider pick-up donated to the CPD by the Wiese family. All the work done on the pickup to get it ready for use by the School Resource Officer was also donated.
Terence O'Conner submitted a proposed draft of Liability Insurance requirements for the councils approval. The council discussed the proposed liability insurance requirements which included, a timeline of ten days before the event that the renters insurance policy must be in the hands of the city. The council also discussed who exactly would be affected by the insurance requirements. Mayor Britton was concerned that the process be as easy as possible because he did not want people to be discouraged using it [the community building.
Loren Wiese made a motion to accept the proposed liability requirements and Linda Short seconded. the council approved unanimously. If anyone is interested in looking at the proposed draft we have a copy at the Sentinel office. Other items on the agenda included Resolution 07- 2009 A Resolution of the City of Coquille Authorizing a Loan from the Water/Wastewater Financing Program by Entering into an Interim Loan Contract and a Permanent Loan Contract with the OECDD and an Amendments to the Flood Damage Prevention Ordinance per Department of Land Conservation and Development and FEMA Requirements. Resolution 07-2009 was approved and the Amendment to Flood Damage Prevention Ordinance.
